PUBLIC SERVICE ETHICS AND ETHICAL RESPONSIBILITIES

In The Federalist Papers No. 10 James Madison described public officials as "a chosen body of citizens whose wisdom may best discern the true interest of their country [State, county, city, or town] and whose patriotism and love of justice will be least likely to sacrifice it to temporary or partial considerations."

Every day, public officials, campaigns and candidates make decisions which will cause the electorate to draw conclusions about character and integrity.

If you are a public official or want to run for office, you must:

• Understand the fundamental principles of public service ethics;
• Speak knowledgably about the ethical responsibilities of public service—including being able to explain to the media and voters when and how your opponent has acted unethically and why they should care;
• Know that your actions can be unethical even if you have acted within the law and broken no rule;
• Be able to avoid stepping into an ethical minefield. And, if you find yourself in one, you need to know whether you can get out of it with your honor and elect-ability intact or need to check into rehab.
